SOBOROFF PITCHES OWN PARK PLAN

On a parallel track with Mayor Richard Riordan's campaign to renovate a park every two weeks, mayoral candidate Steven Soboroff said Tuesday that he will direct $9 million in urban park money to improve 82 parks.
Soboroff, who heads the parks commission and is backed by Riordan for mayor, said the money will come from city Quimby Funds, developer fees for park improvements that typically are held for large projects.
In announcing the funding, Soboroff said newly formed citizen park advisory boards now allow the money to be used for smaller projects in more parks.
"This is the first time in the history of the department that we have the skills, the manpower and the money," Soboroff said.
According to Soboroff, the parks department has been trying to make do with a $120 million annual budget to run a system with more than 380 parks and other sites to maintain.
The newly released funds, Soboroff said, represent all but about $100,000 in the Quimby Fund and are intended for repairs that will be completed in the next 24 months.
"This is a very good surprise because it means we will have money to do some things that we have wanted to do for a long time," said John McRae, president of the North Hollywood Park Advisory Board.
Riordan last week announced a campaign to fix a park every two weeks for the rest of his term.
"I don't care what people say about the timing," Soboroff said. "It is easy for people to criticize when they never get anything done. I say if you can do it, do it."
Riordan said the program being proposed by Soboroff did not conflict with his promise.
"This is really something that is long overdue and something I was stressing on my Operation Healthy Neighborhood program," Riordan said.
"We have been making improvements all along, and Soboroff has been leading that effort," Riordan said. "We're just going more public with it to try to get people more involved."
Among other projects, McRae said the $217,000 his park will receive could be used for bathroom refurbishments, picnic area improvements and rehabilitation of the Valley Therapeutic Building.
The largest single grant on the list is the $1.08 million earmarked for the Westchester Recreation Center. Those funds will go toward paving, picnic, signage and pool improvements, officials said.
Other big grants include $570,000 to the Panorama Recreation Center; $440,000 to the Del Rey Lagoon; $440,000 to the Granada Hills Recreation Center; and $239,000 to the Sylmar Recreation Center.
